Premises Committee
Terms of Reference
To keep the health and safety policy, including security arrangements, under review and recommend any amendments to the Governing Body for approval. The Committee should have particular regard to reducing the risks to staff, pupils and other users of the school premises and ensure that risk assessments are carried out regularly.
To ensure compliance with any statutory direction given by the LEA in relation to health and safety and also with the governing body's health and safety policy and to receive regular reports on fire drills, accidents, dangerous occurrences.
To inform the Finance Committee and the governing body of any repairs or cleaning of premises or equipment which needs to be provided for within the budget, in order to comply with health and safety.
To prepare a summary of the school's security policy and any reviews or action taken to improve the security arrangements for staff and pupils for inclusion in the Governors' Annual Report.
To determine priorities for repairs and maintenance of the premises taking into account the LEA's Asset Management Plan and the Governors' liabilities and advice from the Diocesan Board and the school's consultants, as appropriate.
To monitor the condition of the school premises and report to the LEA any issues within the Asset Management Plan which are LEA liability.
To ensure that adequate insurance is provided for the school premises and the contents and liaise with the Diocesan Authority and LEA as appropriate.
To ensure that all reasonable efforts are made to achieve maximum energy conservation.
To oversee arrangements for the use of school premises by outside users and the community, subject to:
- the governing body's policy on the use of school premises;
- the scale of charges for school lettings; and
- the trust deed.
- and to keep under review the Governing Body's policy for use of the school premises and submit any amendments to the Governing Body for approval.
To make recommendations to the governing body with regard to service agreements for such matters as grounds maintenance, school cleaning etc; to monitor any such agreements that may be made with the LEA or other bodies.
To report the Committee's resolutions and recommendations to the next full meeting of the governing body.
To keep the terms of reference under review and recommend any changes to the governing body prior to the annual review of committees.
To determine any other matters referred to the Committee by the governing body.
Additional terms of reference for voluntary aided church schools might include:
- (o) To formulate with the headteacher any bid for capital building works after liaison with the School's consultants and the Diocesan Board.
- (p) To monitor day-to-day maintenance and minor repairs and liaise with the Diocesan Board and LEA as appropriate.
