Accountability
This committee meets four times a year and looks at all aspects of the Fairer Shares apportionment system, by which parishes are asked to contribute towards the costs of the Diocese, the bulk of which relates to parish clergy and housing. The implementation of the Fairer Shares Scheme involves a team of interviewers who meet with parishes to agree their contribution and the Board of Finance is particularly anxious to recruit more interviewers, especially from minority ethnic areas. The Fairer Shares Committee is accountable to the Diocesan Board of Finance.
Terms of Reference
Fairer Shares is the name of the system that apportions the balance of the Diocesan budget between parishes using a formula involving potential for direct giving. The committee will oversee the working of the present system and consider any changes for the future.
It will:
- respond to concerns raised by parishes either about their own assessments, or about the fairness of the system as a whole.
- monitor the assessment procedure, including appeals, referring cases, as necessary to the Board of Finance for final decision.
- monitor payments by parishes, contacting any in arrears, reporting progress to each meeting of the Board of Finance.
- collection information using the parish Financial Statistics returns.
- propose the annual values (Personal Income Categories and Church Allowances) to be used each year and report them to the Board of Finance.
- regularly review the system, bring forward proposals for change to the Board of Finance through the Executive Committee.
- implement changes to the system approved by the Board of Finance.
Frequency of Meeting
The committee will normally meet during the months of April, July, September and December.
